# Originality and claim-boundary check

## Selected premise

The article governs how independent policy evaluations are represented and combined when they disagree or cannot complete. Its practical object is a versioned Policy Decision Reconciliation Register that preserves each evaluation, the combining rule, the controlling policy, obligations, bounded review, enforcement and readback.

## Duplicate screening

- The current 46-row governed editorial calendar, 68-route live Jared sitemap, 140-route live modSTORAGE post sitemap, 369-row submission tracker, 75-row editorial/media register and 354-row published-asset register were refreshed before drafting. Final register counts are recorded in `validation.json`.
- The September 11 morning article governs wildfire-smoke shift operations. The midday article governs evidence retention and disposition. Neither uses policy-combination semantics, the Alder Bend case or this register.
- The nearest owned architecture works were reviewed directly. *Policy as Code for Facility Operations Without Hiding Human Authority* resolves portfolio rules into site-specific controls. *No Model Gets a Master Key* governs pre-execution authority and bounded credentials. *The Five-Layer Operating Context Stack* governs decision context. *Where an Operations Agent Must Hand Back Control* governs interruption and resumption. This article instead governs the typed composition of simultaneous policy results and obligations.
- Active, submitted, accepted, prepared and source-offer records were screened for policy conflicts, guardrail disagreement, combining algorithms, deny-overrides, decision lattices and obligation merging. No matching full article, assigned manuscript, title, slug, Alder Bend example or tool was found.
- The exact title and slug were absent from both owned sitemaps and local publication records. The proposed Jared canonical and excluded modSTORAGE path returned HTTP 404; the WordPress exact-slug API returned an empty array.
- A normalized screen across 657 other Markdown files found zero exact matches among 71 article sentences of at least 14 words. The largest six-word-shingle overlap was 2 of 2,298, or 0.087032%, with *The AI Decision Build*. That overlap is consistent with shared governance vocabulary, not copied prose.

## Claim and rights boundary

- Every named facility, employee, role, system, record, time, message and result in the Alder Bend case and the six data rows is explicitly fictional.
- The piece proposes an operating architecture. It does not claim a Facily capability, modSTORAGE deployment, customer use, partnership, certification, legal compliance, safety result, service level, financial result, revenue effect, occupancy effect, adoption, award or recognition.
- XACML supplies four authorization results, combining algorithms, obligations and advice. `REVIEW` and the broader facility decision lattice are clearly labeled authored extensions, not XACML requirements.
- NIST AI RMF 1.0 and NIST AI 600-1 are represented as voluntary cross-sector guidance, not certification or approval. NIST's current page notes that AI RMF 1.0 is being revised.
- Open Policy Agent documentation is used only as an implementation reference for bundle revisions, decision records and log masking. It does not establish policy correctness, business authority, facility effect or retention permission.
- Image 052 is a byte-identical copy of the governed high-resolution master and remains labeled Jared-owned AI-generated editorial material, non-documentary. The rejected black-turtleneck image was screened out and is not part of the release set.
- Editorial assistance remains disclosed. No claim is made that Jared personally approved, published or submitted this package.

## State boundary

The package is a publication-ready local draft assigned only to Jared's personal authority site. No publisher handoff, repository change, CMS object, deployment, public canonical, sitemap/feed inclusion, search submission, crawling, indexing, ranking, independent coverage or recognition occurred.
